    ​That the agenda be confirmed as presented.

  • Recommendation

    ​That the minutes of the 2021 Preliminary Corporate Business Plan and Budget of City Council held on December 2 and 3, 2020 and Regular Business Meeting of City Council held on December 21, 2020, be adopted.

This is a standing item on the agenda in order to provide Council Members an opportunity to provide any public acknowledgements. 

  • Recommendation

    ​That the Committee recommendations contained in Items 8.1.1; 8.2.1 to 8.2.3; 8.3.1 to 8.3.2; 8.4.1 to 8.4.2; and 8.5.1 be adopted as one motion.

  • Recommendation

    That a withdrawal of $292,580.27 from the Property Realized Reserve be approved to fund miscellaneous land development and related sales costs incurred during the period December 1, 2019 to November 30, 2020.

  • Recommendation

    That the recommended appointments to Boards and Committees and any further direction, as noted by the Interim City Clerk and attached to this report, be approved.

  • Recommendation

    That City Council:

    1. Confirms the City of Saskatoon meets the following eligibility requirements of the Municipal Revenue Sharing Grant -Declaration of Eligibility for the reporting year 2020-21:
      • Submission of the 2019 Audited Financial Statement to the Ministry of Government Relations;
      • Submission of the 2019 Public Reporting on Municipal Waterworks to the Ministry of Government Relations;
      • In good standing with respect to the reporting and remittance of Education Property Taxes;
      • Adoption of a Council Procedures Bylaw;
      • Adoption of an Employee Code of Conduct; and
      • All members of Council have filed and annually updated their Public Disclosure Statements, as required; and
    2. Authorizes Mike Jordan, Interim City Clerk, to sign the Declaration of Eligibility and submit it to the Ministry of Government Relations.

Councillor Loewen provided the following Notice of Motion at the Regular Business Meeting of City Council held on December 21, 2020.


'Whereas City Council is regularly presented with land use issues where residents have concerns about the adequacy of our public engagement and information sharing practices; and


Whereas challenges persist in communicating clearly about land matters, re-zonings, etc.;


That the Administration report back about:


Work currently underway in this area, including any recent/related changes, and potential options for future improvements in public engagement practices on land use matters, including but not limited to the application of plain language principles, increasing the scope of potential public engagement practices, an assessment of best practices from other communities; and
Options for partnering with stakeholders to ensure prospective homeowners and/or residents understand the potential for changes in Saskatoon neighbourhoods.'

Councillor Kirton provided the following Notice of Motion at the Regular Business Meeting of City Council held on December 21, 2020.


"Could the Administration report on any community engagement outcomes resulting from recent governance and policy changes to community engagement practices with specific attention to early results from the implementation of the Public Engagement Policy. Where possible, please include any lessons learned and policy changes and opportunities for further improvement."

Councillor Kirton provided the following Notice of Motion at the Regular Business Meeting of City Council held on December 21, 2020.


"Could the Administration provide the total cost of repairing and replacing the curb extensions that have been destroyed or otherwise displaced during the snow removal process."

Councillor Jeffries provided the following Notice of Motion in accordance with section 65(1)(b) of Bylaw No. 9170, The Procedures and Committee Bylaw, 2014:


'That the Administration include the following information, when relevant, in future discretionary use and rezoning application reports written for City Council's consideration:

  • Elevation information that shows building massing; and
  • Information about the number and location of nearby properties with similar uses.'

Councillor Davies provided the following Notice of Motion in accordance with section 65(1)(b) of Bylaw No. 9170, The Procedures and Committee Bylaw, 2014:


'Whereas, curling is a sport with a long and storied history in our City and Province that has produced many national and international champions;


Whereas, curling organizations in Saskatoon also provide important community, cultural, and recreational activities that brings people of all ages and abilities together to enhance their quality of life;


Therefore, be it resolved that the Administration meet with Saskatoon curling organizations to discuss potential policy options to ensure the long term financial and operating sustainability of these organizations;


Be it further resolved that the Administration report back to the appropriate Standing Policy Committee no later than the second quarter of 2021.'
